Draft Report on Baseline Survey
n order to monitor the outcomes that the project outputs are expected to lead to a baseline study of the households has been conducted in the clusters where the project has started implementing various components. This is very much in line with the project document which clearly states, "A household survey will be conducted in all project locations to establish baselines against which the findings of an endline survey will be juxtaposed to measure the change brought about by this project to the communities and households. All data will be disaggregated into sex and social groups as per UNDP’s Gender and Social Inclusion Sensitive Monitoring Information System (GSI-MIS)". 

According to the project document, "An extensive monitoring and evaluation framework will be developed. In order to assess progress in the Livelihood Recovery for Peace project implementation, monitoring tools will be developed to track specific indicators included in the Results and Resources Framework (RRF). Upon completion of the various assessments in the project implementation locations (mentioned under Output One), the monitoring and evaluation framework will be further detailed and refined".

The data for computing baseline indicators was collected from a sample of households taken from the well-defined poverty pockets lying within 38 VDCs of Mahottari, 33VDCs of Sarlahi, and 33 VDCs of Rautahat chosen for the

I implementation of the LRP project in the first phase. A total of 1241 households were covered by the sample design for the base line survey in the three districts. The households selected for the baseline survey numbered 477 in Mahottari, 439 in Sarlahi and 325 in Rautahat. A stratified random sampling design was used for selecting the household sample from these LRP project areas and for computing estimates from the data taken from the sampled households.

The baseline contained a long list of vital questionnaire and the outcome of the baseline survey has  what has come up from the finding will be shortly up for public display that answer many questions relating to the status, understanding and expectations of LRP's key target groups as we call them VEED or vulnerable, excluded and economically deprived.
